Merging a subdirectory into a directory and ignoring the main subdirectory

I’m trying to merge a subdirectory into a parent directory using the shell. I need to merge the contents of a subdirectory into a parent directory and want to preserve the directory structure of the subdirectory. If I try to merge using git, then the directory structure is mangled.
In this example, I have a directory called app which contains a subdirectory called resources.
I want to merge resources/ into resources/app/ using the shell:
cp -r app/resources/ resources/app

Is there a way to do this without getting the app directory into my resources directory?

cp -r path/to/app/resources/*/app/path/to/resources
