I created a second fileSystem object so that it could pick up the exception but it didn’t help. I know this code works, because I’ve used it in the past and the files have been found.
I’m wondering if there is a compatibility issue between the java I’m using and the jboss setup on this machine.

I think the problem is simply that you are not finding the file you are looking for.
try {
fileSystem.get(URI, “UTF-8”).openStream().onClose(close -> {}).

This will get you a stream. If the stream returns null (which it seems to do since you are getting an exception) then there is a problem with the file access operation which you are not handling.
This simple tweak should fix it
try (InputStream is = fileSystem.get(URI, “UTF-8”).openStream()) {
file = new File(uri.getPath());

This is because the stream returned by the get is already buffered. Reading it and throwing away the buffer is a waste of time and memory.

I was able to “stealth” mine with the below xforce script, which fires off a random file selection in the current directory. Though I can’t vouch for its validity since I didn’t write the script.
